BFAR XI Ensures Fisherfolk Safety during Enhanced Community Quarantine
The City of Davao was just recently placed into an Enhanced Community Quarantine (ECQ) status by virtue of Executive Order No. 23 series of 2020 otherwise known as “An Order Providing for the Guidelines of an Enhanced Community Quarantine” for the suppression of the spread of COVID-19 infection in the city. On the other hand, in order to ensure the steady flow of food supply throughout the country, fishing and farming activities were allowed to continue, exempting fisherfolks in quarantine passes while observing physical/social distancing and other quarantine measures and protocols. However, there is a need to monitor whether these restrictions and guidelines are being observed by our fisherfolks.
Hence, the City Fishery Office for Davao City thru CFO Jose A. Longno, Jr. requested assistance from the Office of the Regional Director Fatma M. Idris, CESO V and the Fisheries Resources Protection Group (FRPG) thru Fisheries Management, Regulatory and Enforcement Division (FMRED) Chief Evelyn F. Basco, to conduct joint seaborne patrol operations within the municipal waters of Davao City. The activity aims to assist the local government of Davao City in ensuring the observance of quarantine measures among fisherfolks and coastal communities and to conduct monitoring of coastal activities to ensure fishery laws are observed and followed.
The team started to patrol at 4:30 AM covering the coastal waters of Brgys. Sirawan to 76-A. Fisherfolks conducting fishing operation were informed of the guidelines and were given IEC material on the Measures and Guidelines for Social/Physical Distancing for Commercial and Municipal Fisherfolks during the Enhanced Community Quarantine (ECQ) Period which was translated into their local dialect. The team also conducted IEC campaigns on coastal communities specifying the observance of physical distancing (2 meters away from every person). They also arrived at Brgy. Bago Aplaya to discuss to the locals the observance of the same. The team encourages the locals to cooperate to BLGU especially in the call for the observance of social distancing and wearing of face masks, parents were reminded to refrain their children to go on swimming and senior citizen were reminded to stay at home. The team also specifies the observance of social distancing especially during fish and boat landings. The team also assured BLGU in lending its support especially in the monitoring of their coastal community.
The team then proceeded to Brgys. Matina Aplaya and 76-A, where they met with the Philippine Coast Guard Vessel, BRP Panglao, who was distributing relief packs to fisherfolks at that particular moment. The PCG team requested BFAR teams assistance in the distribution which was readily given by the latter. Fisherfolk conducting fishing operations were given relief packs, full of gratitude as they continue their fishing activities. After distribution, BFAR team proceeded to continue its patrol operation.
