๐๐๐๐๐ ๐๐๐๐๐๐๐๐๐๐, ๐๐จ๐ฏ๐๐ฆ๐๐๐ซ ๐๐, ๐๐๐๐โ The DA-BFAR SAAD Davao Region, in collaboration with the DA-BFAR SAAD National Program Management Support Office (NPMSO), conducted the Market Assistance and Enterprise Development (MAED) rollout under the Special Area for Agricultural Development (SAAD) Phase 2 from November 18-22, 2024 in the province of Davao Occidental.
MAED is a component of the DA-BFAR SAAD Phase 2 aimed to support fisherfolk beneficiaries in enhancing their livelihood sustainability. The initiative focuses on entrepreneurship development, value addition, enterprise strengthening and facilitating connections between producers and potential markets to ensure the viability and growth to become a fully established community-based enterprises (CBEs).
The pilot activity involved the participation of the Cabilon II Laborers Association (CLASS), comprising 15 men and 4 women, in Sitio Cabilon, Brgy. Kinanga, Don Marcelino, Davao Occidental. The association was initially engaged in labor services, received the SAAD Phase 2 livelihood intervention (Payao) in 2023. They strategically reinvest their income to established a sari-sari store and explore post-harvest technologies, advancing toward becoming a fully established operational CBE.
The interactive sessions include discussions on MAED guidelines, market mapping and field validation with the used of MAED templates and tools to identify market-related data of the selected group beneficiary.
In his remarks, DA SAAD OPBME Unit Head Darwin A. Pamatmat signifies the relevance of the MAED rollout in understanding and projecting market trends based on the livelihood intervention given.

Following the initiative, the team analyzed and generated projections from the gathered information and developed an interactive GIS map of potential markets for CLASS. The analysis, based on the Enterprise Profitability Assessment (EPA), revealed that CLASS has a positive income projection and can be considered a profitable CBE.
This activity is part of BFAR and SAAD’s ongoing commitment to ensure that the fisherfolk in marginalized areas receive the necessary support to sustain their project particularly with the increasingly competitive market environment.

The Department of Agriculture – Bureau of Fisheries and Aquatic Resources-Special Area for Agricultural Development (DA-BFAR SAAD) Program Phase 2 aims to contribute to poverty reduction and improve the living conditions of vulnerable fisherfolk and their communities by providing sustainable livelihood opportunities and support for poor fishing sectors. These interventions intend to complement the DA banner programs and assist beneficiaries in establishing community-based fishery enterprises.
