The Bureau of Fisheries and Aquatic Resources (BFAR) XI, through its Regional Fisheries Training and Fisherfolk Coordination Division (RFTFCD), conducted a Trainers’ Training on FARMC Strengthening on November 21-22, 2024, to enhance the capacity of local government units (LGUs) to sustain and effectively strengthen the Fisheries and Aquatic Resources Management Council (FARMC).

A total of 60 LGU Fisheries Technicians from across Davao Region, along with BFAR XI personnel, convened to enhance their skills and knowledge.

BFAR XI Regional Director, Relly B. Garcia, underscored the important role of FARMCs in local fisheries governance. “FARMCs are the backbone of local governance in fisheries management. By giving voice to our fisherfolk and coastal communities, FARMCs ensure that our policies are inclusive, effective, and responsive to local needs,” Director Garcia emphasized.

Dir. Garcia also highlighted that this training will lead LGUs in the pursuit of sustainable fisheries and empowered communities. “As future trainers, you are the bridge between policy and its actual implementation,” Director Garcia added.

Resource Persons from BFAR Central Office, Ms. Allystair Louise D. Cave, discussed the History of FARMC and Orientation on FAO 196 and 196-1, while Mr. Paolo Enrico M. Paquiz, introduced the Balitaan Ukol sa Dagat at mga katubigan, Yaman ng mga itO, at likas-kayang pangaNGasiwa (BUDYONG), an innovative online and social media-based portal for fisherfolk and other stakeholders to actively engage in policy development processes.

The participants were also trained on the Overview of Organizational Development presented by Ms. Maybell J. Tan, BFAR XI OIC, Davao City Fishery Officer, and Resolution Drafting and Basics of Parliamentary Procedure and Simulation, tackled by Rafael C. Dino, Jr., BFAR XI RFTFCD Technical Staff. Further, open forum discussions and sharing of best practices ensued where participants gained valuable insights and strengthened their networks.
