๐——๐—”๐—ฉ๐—”๐—ข ๐—ข๐—–๐—–๐—œ๐——๐—˜๐—ก๐—ง๐—”๐—Ÿ, ๐—๐˜‚๐—น๐˜† ๐Ÿญ๐Ÿณ, ๐Ÿฎ๐Ÿฌ๐Ÿฎ๐Ÿฐโ€“ In support of the SAAD program’s objective to empower marginalized fishing communities, the BFAR SAAD Davao Region PRA Team, led by the Provincial Program Management Support Office (PPMSO) Davao Occidental, successfully completed a 5-day Participatory Rural Appraisal (PRA) activity in Balut Island, Sarangani, Davao Occidental, from July 8-12, 2024.

The activity engaged 30 membersโ€”nine women and twenty-one menโ€”from the newly organized United Saranganian Fisherfolk Association (USFA), mostly from Barangay Mabila of the said municipality.

The PRA is a planning tool for SAAD Program Phase 2, aimed to gather precise baseline data by incorporating the actual needs of local communities. This approach helps key implementers to formulate agricultural and fishery livelihood projects aligned with program objectives, as well as tailored to the identified needs of farmers and fisherfolk.

During the activity, the PRA team conducted comprehensive lectures and engaged participants in immersive exercises, including mapping, trend analysis, and focused group discussions (FGDs). Topics covered included seasonal calendars, hazard mapping, resource and institutional diagramming, cost and return analysis, problem tree analysis, and SWOT analysis.

The results of the PRA will be reviewed, assessed, and approved by the PRA Regional Report Assessment (RRA) Team and will serve as foundational information to guide the selection of appropriate livelihood interventions for the identified SAAD beneficiaries.

The Department of Agriculture – Bureau of Fisheries and Aquatic Resources-Special Area for Agricultural Development (DA-BFAR SAAD) Program Phase 2 aims to contribute to poverty reduction and improve the living conditions of vulnerable fisherfolk and their communities by providing sustainable livelihood opportunities and support for poor fishing sectors. These interventions intend to complement the DA banner programs and assist beneficiaries in establishing community-based fishery enterprises. The BFAR-SAAD strives to enhance food security and promote economic growth in targeted areas across the Philippines.
